中文摘要

學校評鑑除了具有檢核學校校務運作效能與辦學績效的功能與目的外,更積 極性的意義是希望從評鑑中獲得改進(improvement)、績效責任(accountability) 及啟發(enlightenment)的功能。我國近期高級中等學校評鑑自93學年度開始, 一直到本項政策規劃第三期程完成之2019年,共達15年之久。本文採用文件分 析法(documentary analysis)為主,分成高級中等學校評鑑的階段與沿革、評鑑的 規劃原則、評鑑的規劃與運作、評鑑的倫理、評鑑品質的確保機制、評鑑的應用 與效益及評鑑的特色等加以探析,最後並提出有關高級中等學校評鑑之檢討與展 望,供學校評鑑實務運作或學術研究之參考。

英文摘要

School evaluation, equipped with the function and the purpose of examining the efficiency of school affairs and performance, is to obtain the improvement, accountability and enlightenment through evaluation. Senior high school evaluation will have been in progress in 15 years since 2004 until the third phase of this policy, which is planned to be finished in 2019. The documentary analysis is mainly adopted in this study. There are 7 main topics are going to be explore in this study: the phases and revolution of senior high school evaluation, the planning principle of evaluation, the planning and the performance of evaluation, the ethic of evaluation, the quality assurance system of evaluation, the application and the benefit of evaluation, and the features of evaluation. Finally, the review and prospect of senior high school evaluation are brought up and can be references of the practical operation of school evaluation or academic research.
