中文摘要

高雄港務局基於馬公港整體發展之需要,曾進行「馬公港整體規劃」之評估工作,惟該整體規劃因牽涉軍方及地方民意因素,開發計畫至今無法推動,嚴重影響馬公港之整體發展。由於澎湖地區除了馬公港外,另外在龍門及鎖港二處漁港設有客貨碼頭供商船進泊裝卸,由於此二港與馬公港相距不遠,但性質不同,因而造成商港及漁港間不公平競爭問題,再加上各港各自發展所造成的重複投資,使得有限的港埠資源無法得到最有效之利用,因此,本文即以探討如何整合馬公港、龍門尖山及鎖港現有港埠資源,使得各港資源重新整合,經由功能分工而獲得最佳的發展定位,促使三港組成一互補互利之澎湖港港群,同時並藉層級分析法評選各港區之最佳配置方案,以發揮整體港埠之效益,促進澎湖地區之海運發展。

英文摘要

According to the need of development of ocean shipping and environment characteristics, Kaohsiung port bureau submitted the “MaGong port entire program” to the Executive Yuan to get approval. However, the development plan did not set into action for the army’ and local residents’ objections. In addition, the development environment has changed since time passed; therefore, the program needed to be revised.Except MaGong port, there are other commercial wharves in two fishing ports, LongMen and SoGang, in PenHu County. The distance between SoGang and MaGong is 8 km, and the distance between LongMen-JianShan and MaGong is 10 km. The three ports are nearby. To get the port resources united, this study focus on the concept that a port group composed of three harbor districts to fit in with the environmental and ocean shipping characteristics of MaGong, LongMen-JianShan and SoGang port.
