評鑑的目標是為了改善缺點，發揮優點，用在對外華語教育上，則是為了改 善對外華語教學的品質。本文認為臺灣在發展對外華語教育評鑑的同時，主管對 外華語教育行政的單位，必須通盤考慮華語教育評鑑所涵蓋的範圍，以免顧此失 彼；建立評鑑者與受評者具有對外華語教育評鑑的正確觀念；加強評鑑人員專業 技能的培訓；專業對外華語教育評鑑機構的設置，以負責評鑑的研究、規劃、設 計與實施，以提供專業評鑑人員培訓、評鑑服務及諮詢等；明確對外華語教育評 鑑制度和可依循的評鑑指標，讓受評單位有所是從；實施追蹤評鑑與後設評鑑， 確保評鑑後的缺失獲得改善，並不斷地自我評鑑與改進等。

Evaluation for Chinese as second language education means evaluating institutes of TCSL/ TCFL, pedagogy, curricula, and so on. The objective of evaluation is to improve and gain ground, so is evaluation of TCSL/ TCFL. When developing the mechanism of evaluation for TCSL/ TCFL, some key points should be considered in the paper, including what the evaluation for TCSL/ TCFL is must be defined clearly, the correct concepts on the evaluation must be instilled to raters and ratee，raters’ professional knowledge must be enriched, professional institutes for evaluating TCSL/ TCFL must be sited, and so on, so that the quality of the evaluation may be promoted.
