中文摘要

近年國軍因應人口結構與戰略環境的改變逐步推動募兵制,故招募志願役成為重要 的議題。但除積極招募志願役人員外,留住現有或已招募人員亦為維持人力之重要課題。 本研究採用訊號理論觀點,以國軍留營福利政策為傳遞訊號,並以知覺組織支持為中介 角色,探討知覺政策實用性對組織依附(含情感性承諾及離職意圖)間的連結關係;同 時,也探討階級的調節效果。本研究以志願役士官及士兵為研究對象,共計發放300 份 問卷,有效問卷計281 份,並以結構方程模式分析。結果發現知覺組織支持會完全中介 知覺政策實用性與組織依附之間的關係;而不同階級(士官及士兵)對於知覺政策實用 性與知覺組織支持之關係並無顯著之調節效果。

英文摘要

In response to the demographic transition and the changes in the strategic environment in recent years, Taiwanese Armed Forces have been pursuing constant efforts in reforming its system of military service. In terms of the manpower replenishment, apart from recruiting more new volunteers, the retention of current force is also an important channel. How to retain manpower after the recruitment, therefore, is an important issue for the Taiwanese Armed Forces at the current stage. Starting from the perspective of the signaling theory and with perceived organizational support as the mediator, this study sets out to probe into the relationship between the practicality of perceived policies and organizational attachment (affective commitment and turnover Intention). In this study, a total of 300 questionnaires were sent out to the subjects of the investigation, namely, volunteer sub-officers and soldiers. 281 valid questionnaires were gathered back and analyzed via the structural equation modeling. It turns out that perceived organizational support is a complete mediator between the practicality of perceived policies and organizational attachment while no significant moderation effects are imposed by rank (sub-officer and soldier) on the relationship between the practicality of perceived policies and perceived organizational support.
