家庭是個人成長的園地,也是國家組成的基 礎,關係個人與國家的未來,因此健全的家庭相當 重要。家庭教育指的是針對所有家庭成員,提供有 關家庭生活知能的教育。家庭教育的良窳不僅決定 個體的人格,而且影響社會的安定,所以家庭教育 的推動刻不容緩。我國已經在2003 年1 月7 日通 過《家庭教育法》,有關家庭教育事務的管理,將 由中央教育部和各縣市政府負責,利用家庭教育中 心、各級社會教育機構、各級學校機構、各類型大 眾傳播機構和其他與家庭教育有關之公私立機構或 團體來推動家庭教育的工作。除此之外,我國教育 部2011 年也在《中華民國教育報告書》中,提出 「強化家庭教育功能方案」,希望達到增進家庭教 育功能的目標,提供達成預定目標的方法,並且推 動具體的作法。當前我國的家庭教育問題有主管機 關不一、服務人力不足、資訊爆炸失控、學習來源 改變和認同歸屬失落等問題,我們可以從統一家庭 教育的主管機關、提高家庭教育中心人力編制、將 資訊應用與規範納入課程、教導孩子多元進行學習 活動和利用家庭教育建立緊密關係,以有效的解決 我國家庭教育的問題,提升現代家庭的教育功能, 鞏固國家與社會的基礎,培養人格健全的現代公 民!

英文摘要

The family is a place for growth of the individual as well as the foundation for the construction of the nation. It has direct impact on the future of individuals and the nation. Therefore, the healthy family is instrumental. Family education aims at supplying all family members with living knowledge and skills. The positive or negative family education can not only decide the personality of individuals, but also affect the stability of a nation and a society. It is thus imperative that family education be promoted without delay. The “Family Education Act” was passed on January 7, 2003 in our country. Accordingly the practice of family education will be taken care of by the Ministry of Education, county and city governments. With their jurisdictions, they may use the various centers of family education, all kinds of social education institutes, schools, mass media and other public and private institutions to promote family education. Based on 2011 Educational Report of the Republic of China, the Ministry of Education addressed a “program to enhance the functions of family education” in order to carry out the goal of the promotion of family education. This approach will hopefully offer strategies to materialize the goal, thereby promoting substantial methods to implement the concrete measures. There are many problems about current family education in Taiwan, such as the inconsistency of competent authority, shortage of service manpower, failure to control information explosion, changing learning resources and the loss of identity and attribution. To tackle all these challenging issues, we can integrate the competent authority of family education, increase the manpower of center of family education, bring the application and norm of information into the family education curriculums, teach children multiple learning ways and build close relationship through family education in order to solve the problems of family education in our country. In this manner, we can successfully promote the educational functions of modern families so as to consolidate the foundation of a nation and a society to cultivate decent personality needed for modern citizens.
