在海運發展過程當中,亞洲鄰近國家的船隊發展快速,一般而言,除香港之外,各國權宜籍船之比例都很高,各國政府面臨國輪流失之問題,莫不提出各項措施,希望藉由相關補助與獎勵之措施,增加船隊之國際競爭力,吸引船東將船舶註冊於本國。本研究主要在觀察亞洲鄰近國家各國船隊之發展,分析各個國家所採取之海運發展政策措施,期望得以歸納出有效之海運發展政策,以供有關政府機關作為決策參考之用。
During the process of shipping development, the fleets of Asian neighboring countries have rapidly expanded. In general, the percentage of flag of convenience (FOC) vessels of neighboring Asian countries, except Hong Kong, is usually high. Facing the flagging out of registered ships, countries have conducted certain subsidy and reward strategies to increase the international competitiveness of their fleets, intending to attract shipowners to flag in their ships. This study, by observing the fleet development among neighboring Asian countries, analyzes the policies of shipping development adopted by nearby countries. Finally, suggestions for effective shipping development policies are provided for the reference of the government in policy-making.
