中文摘要

ETC 延伸事業之發展面向及公共性均高於傳統BOT 附屬事業之範圍,且 現階段eTag 面臨多用途支付、電子票證等法律門檻限制。本研究為首位以公私 部門夥伴關係觀點探討ETC 延伸事業之研究論文,有助於公部門進行ETC 延 伸事業之年度營運績效考核。結果顯示,ETC 延伸事業之主要評估構面為:公共 利益構面,權重為34.26%、公私部門協力構面,權重為27.42%,其中,ETC 信託帳戶使用與切割、eTag 蒐集資訊之應用面向為主要評估指標。藉由實證分 析結果驗證模型具可操作性,研究之成果可供公部門進行年度監督與考核時之 參考。

英文摘要

Differentiating from traditional BOT Ancillary Business, ‘‘ETC Derived Business’’ develops a new business model that contains technical bonus, service bonus and increasing system utilization on account of rapid technology development. The perspective of Public-Private-Partnership, the first for all, is applied to the thesis that has intensive study in performance of “ETC Derived Business” providing the governmental organizations to control all aspects of the business and take as a reference for annual investigation and examination. The result shows, the percentage of main performance aspects is 34.26% in Public Interests Perspective and 27.42% in Public-Private-Partnership Perspective; among these, main evaluation indicators is the usage and cutting of ETC trust account, the applied aspects of eTag information gathering. The model in the study possess of flexibility and operability by means of empirical verification, which is conducive for government organizations to facing various manufacturing strategies of chartered companies, carrying out annual performance effectively.
