本研究探討科技政策與劃新研發及產業經濟效益之間的闇係，透過文獻統合分析，針對國家劃新體系，以及創新研發經濟效益與評估方法進行系統性的討論。此外，亦憤視台灣科技政策與產業附加價值之間的關係。本研究認為，科技政策是協助產業發麗的重要因素，前晴研究、產學合作、創業與創業文化圖對產黨附加價值有關鍵的影響，科接施政欲臨助產業發展，可加強對上述面向的關懷。

The purpose of this paper is to examine the nexus between S&T policy, innovation activity, and industrial economy. We systematically discuss how the national innovation system affects industrial economy, and the economic effect of R&D and S& T policy by using comprehensive literature review and regression analysis. Our research results suggest foresight research, academia-industry cooperation, entrepreneurship are vital in creating industry value added, and all of these aspects embody pol-icy implications to government’s science and technology administration.
