本研究旨在探討我國偏鄉當前學校經營困境,在少子化影響學生數銳減的情況下,偏遠地區學校之經營日益艱鉅,因此如何提出有效政策改革解決偏鄉教育問題,將是未來教育發展的關鍵。利用文獻探討及深入訪談的方式,研究對象為偏遠地區二十五位學校行政人員,並歷經三個多月時間(從2016年10月開始,到2017年1月)執行訪談計畫,來理解偏遠地區學校行政人員在進行學校工作時所遇到之阻礙及可供未來政策改進之方向。根據研究內容分析,研究者發現偏遠地區學校在經營上所需面臨的,大抵上為人力資源與當前行政法規上之問題。本文從學校行政人員之觀點,來探討偏鄉學校當前的處境,並從中反省未來政策制定上需注意的面向,提供相關改進建言。

英文摘要

This research focuses on the predicament of remote school management in Taiwan. Under the situation of low birth rate, the number of students keeps reducing. Rural and remote school operates more difficult. Therefore, How to provide an effective policy reform to solve the problem of rural education will be the key of educational development in the future. Using documentary analysis and trying to be thorough in interviewing the educators from rural and remote school. According to the analyzing of interviews, The study obtained the predicament of school administration facing are human resource and administrative regulation. Researcher utilize above mention to probe the dilemma of rural school with a viewpoint of school administrators. Finally, giving the suggestions for improvement are also provide.
