隨著1990年代全球化與資訊科技的發展,各國紛纷採取新自由 主義的經濟自由化改革,因而促成(跨國)企業依全球市場生態而 佈局的彈性勞動策略。然而,相較於資本在全球層次的流動,勞動 市場是最具社會和在地鑲嵌的經濟體系;它是鑲嵌在個別社會與地 方,鑲嵌在各國政府的勞動政策和社會政策,以及經濟成長(或衰 退)與社會制度之上。本文旨在針對1990年代快速推展的全球化及 其對勞動體制所造成的挑戰與各國的改革進行分析。本文首先從新 自由主義式的全球化特質與勞動的在地鑲嵌特性,分析全球化所帶 來企業經營策略的調整,及因而所導致資本、勞動與國家間關係的 改變。以北歐、歐陸和英美的勞動體制改革爲例,本文分別説明各 國的工作福利國家所採行積極化與彈性勞動市場政策;本文也進一 步探討台灣勞動體制的新問題,包括勞工反失業運動的興起,以及 政府在經濟優先與資方壓力下採取更具彈性化的勞動政策。

英文摘要

This article studies new labour strategies taken by corporations, as well as the labour policy regimes shaped by workfare states, following the fast growth of IT and global markets in the 1990s. It is argued that the neo-liberal, deregulative characteristics of globalization nowadays have contributed to a brand-new relationship among capital, labour and the state. It is also emphasized that labour markets are socially and locally embedded, in contrast to capital investments which are, relatively, globally mobile. Moreover, by examining the labour policy reforms in Europe and the United States, this paper finds out that these states have very quickly responded to globalization, and moved to become workfare-oriented — taking active and flexible labour market measures. This paper also investigates the new problems in the labour regime of contemporary Taiwan, including the emerging antiunemployment movements, and the stated adoption of flexible labour market policies under overwhelming capitalist pressures.
