氣候變遷是目前全球最受到矚目的環境問題之一,且愈來愈多證據顯 示它的發生和人類活動有關。然而,和氣候變遷相關的爭議卻沒有隨著科 學證據日益充分而減少,這一方面和某些利益團體積極鼓吹懷疑論有關, 另一方面也是因為民眾在做決策時,所考量的除了科學事實之外,還有更 多的個人心理、社會、道德、政治因素。氣候變遷議題中所涉及的高度不 確定性及價值爭議性,使它成為了後常態科學的代表案例,而在後常態科 學中,公眾的意見與參與應取代菁英決策模式,成為風險溝通的基礎。本 文透過檢視五大風險感知理論,包括訊息處理理論、心理計量典範、風險 的社會放大理論、風險的文化理論及社會認知理論,並剖析相關文獻,試 圖為民眾形成風險感知的方式拼湊出較為清楚的樣貌,也希望替未來的研 究耙梳出幾個可能的方向。其次,本文也歸納出台灣民眾在氣候風險感知 上的特性,並結合上述文獻,為往後風險溝通的作法提出建議。

英文摘要

Global climate change is one of the most salient environmental issues around the world and its connection with human activities has been supported by increasing scientific evidence. However, controversies surrounding the issue do not subside with mounting evidence. This is, in part, because some interest groups are promoting skepticism on purpose, and, in part, because of the way people evaluate information. Instead of focusing solely on scientific evidence, the general public also takes into account various psychological, social, moral, and political factors when forming their attitudes toward climate change. The uncertainty and moral disputes involved in the issue make it a typical case of post-normal science, where public opinion and engagement, rather than elite decision making, are considered vital elements for risk communication. Drawing upon five risk perception-related theories (i.e., the information processing theories, the psychometric paradigm, the social amplification of risk, the cultural theory of risk, and the social cognition theory), this paper aims to paint a clearer picture of how people form attitudes toward risks or hazards and to point out some directions for future research in this area. In addition, this paper will present the attitudinal characteristics of the Taiwanese public based on surveys collected in recent years and propose risk communication strategies in relation to climate change accordingly.
