科學民主化是指常民以在地與非專家身分,參與科技知識與政策的產 製過程。本研究聚焦於新聞報導內容,檢視科學民主化在媒體報導上如何 實踐,選擇2014年餿水油事件,針對《蘋果日報》及《聯合報》共416 則新聞報導進行量化及質化內容分析。研究發現:(1)政府官員雖是媒體 引述最多的消息來源,常民卻超越專家學者成為次多的消息來源;(2)媒 體呈現之常民框架偏重在「情緒表達」,次之為「知識貢獻」,最少為 「知識共製」。然而,「滅頂行動」報導在某種程度上反映第二波科學民 主化之精神。常民對科學風險產生一定程度的理解,但缺乏與公共政策產 生對話機制。因此,常民成為媒體報導食安議題的重要資訊來源,但尚未 進入第三波科學民主化階段。

英文摘要

The theory of democratization of science explains the process in which the lay people, as the role of non-scientists, participate with and contribute to the scientific knowledge production and decision-making. This study attempted to discover how the democratization of science was practiced on news reporting. The 2014 gutter oil scandal was selected and 416 news coverages of the event on the two most popular newspapers, Apple Daily and United Daily News, were analyzed by the methods of quantitative and qualitative content analysis. The results are as followed: 1.The lay-people were the second most important news source other than the government officers. 2.The most common frame of the lay people shown on the newspapers was the “emotion”. The “knowledge contribution” was next. The least seen frame was the “knowledge co-production”. However, the coverage of the societal boycott of the Ting Hsin products reflected the spirit of the second wave of democratization of science to some degree. Lay people developed public understanding of scientific risks, yet lacking of mechanism of public policy dialogue. Thus, lay people have become an important source of the mass media when covering food safety issues. The third wave of democratization of science has not yet reached.
