維持組織穩定人力及減少離職率是人力資源管理工作相當重要的一環,本研 究以人力資源管理理論為理論基礎,探討目前離職傾向的相關問題,並提出改善 策略及政策建議來減少政府部門的離職率。研究方法採用文獻分析及15 位相關 人士之深度訪談(包括各階層公務員、公務人員協會代表、人事單位管理者之代 表) 。針對維持組織穩定人力,公務員及人事單位與公務人員協會代表均表同意 意見;其次,本研究發現目前政府部門不重視員工離職傾向與提昇員工工作滿意 度措施不周全情形嚴重,導致臺北市公務員離職人數屢創新高。本研究指出我國 政府部門離職傾向之問題,並提出政策建議以為未來相關法規修正之參考。

英文摘要

Maintaining the stability of the organization and reducing the turnover rate is essential for human resource management. Based on the theory of human resource management, this study explores the current problems of the staff turnover intention and provides the improvement strategies and policy suggestions to reduce their turnover rate of the government departments. The author conducted the literature analysis and in-depth interviews with 15 stakeholders (including representatives of civil servants, civil servant association and personnel units). The interviewees agreed with the stability of the staff turnover rate is of important for the organization. Moreover, the study found that the current government departments do not pay attention to the staff turnover intention and don’t recognize the importance of the satisfaction of current employees. Therefore, it results in the Taipei City civil servants’ resignation on its record high. This study points out the problem of the turnover of government departments in Taipei city government, and propose suggestions on how to amend the relevant laws and regulations in the future.
