2008 年金融海嘯及2016 年中國紅色供應鏈崛起,臺灣科技產業面臨嚴峻挑戰, 尋求完善科技政策促進經濟發展是臺灣政府施政重要議題 。然而,創新政策應包括 哪些內容?如何實施?本研究透過對國家創新系統文獻回顧並建構科技政策決策系 統及內容,並透過將決策實驗室分析法解析科技政策之原因和影響的關鍵因素,研 究結果發現環境面政策為最重要的構面;關鍵因素包括:技術移轉、產學合作、公 營組織、財務金融以及法規環境。在政府資源有限下,本研究依據專家經驗整合具 有價值資訊協助提供政府制定科技政策。
After the 2008 financial crisis and the rise of China’s “red supply chain” in 2016, Taiwan tech industry faces the greatest challenge. Finding methods to facilitate making better science and technology (S&T) policy decisions that boost the economy is a national innovation problem faced by Taiwanese government. However, a fundamental question that needs to be answered: what elements should an innovation policy include, and how should such policies be implemented? This study constructed a useful model for S&T policy decisions through reviewing literature on national innovation policy. By using the DEMATEL method, we identified key factors for the model and their causes and effects. The research result indicated the environmental side policy is the most important dimension, and these critical factors rank as follows: technology transfer, university– industry collaboration, public-funded institutions, fiscal instruments, legal environment. The study provided valuable information based on experts’ experiences and expected to help the government on setting priorities for making decision S&T policies on limited resources.
