本文主要目的在於探討菲律賓教育體制之演化、改革與發展。具體而言,本研究整理分析從國家層面及個別教師觀點,透過內部和外部推動者角度,評估其教育演化、改革和發展的影響性。從早期教育、經歷三階段殖民時期及現階段等五階段來論述其教育改革與發展,此五階段分別為早期的菲律賓人、西班牙殖民政權、美國駐軍時代、日本占領時期和現階段。最後,反思臺灣新南向計畫中的教育政策。

英文摘要

This paper explored the current reforms and development in primary and higher education in the Philippines. Specifically, internal and external enablers across colonial period in the educational environment were reviewed as justifications of the reforms and developments both at the national level as well at the individual teacher. The reforms were treated in the light of five perspectives during colonial period namely; early Filipinos, the Spanish regime, America era, Japanese occupation and the present view. Based on above, the study also refl ection to Taiwan’s new southbound educational policy.
