臺灣自1971年退出聯合國後,邦交國愈來愈少,有鑑於近年來大陸一帶一路政策成 功吸引東協諸國(或稱東南亞國協,The Association of Southeast Asian Nations, ASEAN) 的加入,臺灣積極推動新南向政策,期藉此擴大經濟規模,讓資源分享。緣此,理解東 協樞紐的菲律賓教育制度與語文政策,以促進雙方人才交流,將是新南向首步。本研究 旨在簡介菲律賓的學校教育與語文教育政策,從菲律賓語文教育政策論述臺灣新南向政 策的契機。

英文摘要

Since Taiwan’s withdrawal from the United Nations in 1971, diplomacy has been gradually blocked by the Mainland China, with fewer diplomatic allies, and in recent years the “The Belt and Road Initiative” launched by Mainland China has succeeded in attracting East Asian countries (or Southeast Asia, The Association of Southeast Asian Nations, ASEAN) in view of the fact that all eggs should not be placed in the same basket, isolated Taiwan is actively promoting the “New Southbound Policy”, attempting to break through the diplomatic blockade of China, so as to expand the economic scale and share resources with ASEAN. It is the fi rst step to understand the Philippine education system and language policy and promote the exchange of talents between both. The purpose of this study is to introduce school education system and language education policy in the Philippine. Facing the rise of the Mainland China, this paper expounds the opportunity of Taiwan’s New Southbound Policy from the Philippine language education policy.
