食品召回係指食品生產者或經營者發現其生產或銷售之食品不安全或有證據證明有危害人體健康之可能,立即停止生產或銷售,向社會公布有關資訊,使消費者停止使用該食品,並召回下架銷售之食品,作成紀錄,本文特介紹召回制度之源由、召回種類、世界主要國家美、日、加拿大、歐盟、中國大陸及我國之召回制度規範,供國人參考,並呼籲政府建立食品召回責任保險制度,以落實此召回制度之實行。

英文摘要

A Food recall is a request to stop manufacture and to return the food immediately after the discovery of safety issues that the food produced or sold is unsafe or of evidence of the possibility of endangering human health, and then to public information to stop consumers from consuming the food. This paper would introduce the origin of the product recall, system, types of recalls, the recall system of the world's major countries, i.e., the United States, Japan, Canada, the European Union, China and Taiwan, and would appeal to the establishment and implemented of Food Recall Liability Insurance System.
