習近平提出一帶一路的構想及規劃，主要目的是因應中國新一代開放改革及平衡亞洲區域發展。臺灣與中國的貿易關係實已相互依存，緊密關聯。中國推動一帶一路的結果，除將促進亞洲區域聯結，也將連動臺灣的經濟發展。臺灣如果能有機會藉由參與一帶一路建設，將是臺灣經濟再次起飛的大好機會。青年是兩岸未來發展的希望，創造一個兩岸青年可以携手共圓中國夢的舞臺，讓海峽兩岸、亞洲乃至于世界局勢能和平永續發展，是臺灣與中國共同的責任。中國在推動一帶一路的國際戰略上，如果忽略深具「一路」關鍵地緣關係與傳統中華文化的臺灣，豈非可惜。如何在青年創業領域促進兩岸區域合作，成爲值得深思的議題。而桃園市於升格直轄市之後，在行政組織以及青年事務上的調整與推動，搭配桃園市原有的人文地理特殊條件，讓桃園市的青年創業基地，成為兩岸未來在一帶一路上可能合作的舞臺。
