全球化及地球村時代來臨，國際社會因網路無國界傳輸迅速，人與人互動關係更加 密切，跨境之犯罪活動向外蔓延趨勢更加劇烈，各類犯罪手法更加兇殘且嚴重化，皆與 新興毒品有關，連帶影響了社會秩序、健康問題及再犯率居高不下；因此，本研究針對 兩岸跨境犯罪分析其成因與模式，並分析跨境犯罪及合作機制，均是本研究之重要課 題。 聯合國毒品暨犯罪辦公室發佈之「2015 年世界毒品報告」指出，現今毒品已有濫用 趨勢；臺灣當局查緝統計資料顯示，近年來由大陸、香港及其他地區跨境犯罪走私毒品 及相關原物料為主，每年查獲案件及重量持續增加，如愷他命俗稱K 他命、搖頭丸、類 大麻活性物質、喵喵、浴鹽等，也已出現濫用趨勢如下：一、愷他命快速流行；二、新 興毒品出現；三、多重毒品濫用等趨勢，已演變為嚴重的社會問題，新興毒品造成青少 年藥物濫用之問題，輕則戕害青少年身健康，重則動搖國本；兩岸在查緝及防治新興毒 品，除在臺灣地區之學校採用「三級預防」策略外，包含「警方主外斷源」、「校方主內 防堵」雙管齊下，方可防制青少年及校園毒品犯罪問題，與大陸相互就「防制面」及「查 緝面」研議因應對策，來全力防治為當今重要課題。 本研究更發現各類毒品境外來源，均以中國大陸及其他地區佔據最大比例，為深入 瞭解跨境毒品犯罪現況與防制策略，並分析跨境間毒品犯罪問題之異同，複深入探討跨 境合作打擊毒品犯罪可行模式與策略，嘗試提出具體建議與重點方向。

With Globalization and the coming of the era of global village, the interaction between communities and individuals becomes closer in addition to the rapid transmission network without borders. The world has seen an increase in the number of transnational crimes and its expansion. Modus Operandi of various type of crimes become more brutal and serious. These are all connected to new drugs, which collectively impacted social order, health of individual and resulted in the high rate of recidivism. Therefore, this study targeted criminal models and causes of cross-strait crimes between Taiwan and Mainland China and analyzed the collaboration mechanism and cross-region model. "2015 World Drug Report" released by The United Nations Office of Narcotics and Crime noted a trend in drug abuse. According to the statistics of Taiwanese authority concerned, illegal drugs and relevant ingredients in recent years are mainly smuggled from Mainland China, Hong Kong and other regions. There is a constant increase in the number of uncovered cases and the uncovered weight of illegal drugs such as Ketamine, ecstasy, (K2) 5-MeO-DIPT, Mephedrone, MDPV, etc. The current trends of drug abuse are: 1. Fast growing application of Ketamine; 2. Emergence of new drug; 3. Multiple drug abuse. These have become a serious national issue in which new drugs create the abuse in young adults can harm the health of individual as well as damaging the overall competitiveness of the country. In terms of investigation and prevention of the new drugs on both side of Taiwan Straits, apart from the "3-level" prevention strategies equipped in educational institutes in Taiwan, the governments should also support the prevention with the law enforcement's active investigation to cut the supply, and the schools should enhance protection to stop the spread in order to prevent crimes from young adults and teenagers and drugs on campus. In addition, the governing authority should discuss and explore new strategies of prevention and investigation to jointly curb the problems. The study also discovered that mainland China and other regions account for the most proportion of foreign sources various types of drugs. In order to further explore the transnational drug crimes and its preventive strategies and analyze the similarities and the differences, the research examines and constructs feasible crime investigation models and strategies and attempts to propose concrete solutions and directions for future operations.
