自1930 年代，「公共行政」從「政治科學」的領域分離之後，「認同危機」 （identity crisis）持續地備受關注而成為研究主題，對此，Dwight Waldo 便大聲疾 呼樹立公共行政之獨特核心價值的必要性，以舒緩自我認同的問題。然而，在二十 一世紀初，隨著「治理」時代的來臨，這兩門共生的學科的相互影響，自然就更值 得加以關注。 爰此，本研究以當代公共行政炙手可熱的概念—治理，作為觀察公共行政與政 治科學之間智識連結的基礎，並聚焦於「誰影響誰」（who influence whom）的課 題。藉由回顧臺灣2001 年到2017 年政治學門TSSCI 收錄期刊與治理議題相關之論 文，透過後設分析、書目計量學與社會網絡分析等方法，試圖回答：1. 治理研究在 政治學門的發展趨勢為何？2. 相關作者的屬性為何？3. 從知識轉移的觀點觀察， 存在何種智識網絡的結構？以及4. 公共行政在該智識網絡中的角色與功能？ 根據本研究的實證結果，第一，治理概念在2001-2005 年出現，超過十篇文章發表於七個主要的TSSCI 期刊中。第二，治理概念初期（2001-2005 年）由政治科 學領域的學者引入，並應用於國際關係與地方政府的研究。然而，在2011-2017 年， 大量的公共行政領域學者投入治理研究，並將其應用於各式各樣的學術議題。第三， 透過網絡結構的分析，說明公共行政學者不僅扮演關鍵角色，同時也發揮知識掮客 的功能，尤其鑽研於公私合夥與社區治理等議題的公共行政學者，更是舉足輕重。 整體而言，本研究發現臺灣公共行政領域在引介治理概念到學術界的過程中， 具備十分重要的角色與功能。其藉由知識形塑與轉化的歷程，促成治理概念跨領域 的流動，也就是，先將治理概念「內向引進」（inbound）於公共行政領域，接著經 歷理論的磨合及融合，再將治理概念「向外輸出」（outbound）至其他相關領域。 此一結果，說明公共行政在政治科學的領域中，扮演智識掮客之特殊角色。

As the public administration (PA) separated from the field of political science (PS) in 1930s, the problem of identity crisis is an ongoing subject of research that leads to Dwight Waldo’s call for efforts to build distinct core values for PA to ease the crisis. However, as both fields moving into the “governance” era in the beginning of the twenty-first century, the interplay between the sibling disciplines is worthy of scholarly attention. In this research, the key question is to unveil “who influence whom” issue in the moving of concept “governance” between the two disciplines by tracking the publications from 2001 through 2017 of Taiwan Social Science Index (TSSCI) journals in the category of PS. The idea of meta-analysis and social network analysis technique will be utilized to discuss 1) the developing trend, the percentage of publication related to the concept of governance; 2) the dynamic process of knowledge transfer between the two disciplines concerning the governance concept. Based on the empirical evidence collected in this research, first, the concept of governance appeared in 2001-2005 through more than ten papers published in seven TSSCI journals in the beginning from 2001 through 2005, PS scholars bring the concept to the filed such as international relation and local government. However, in the later stage of the development in 2011-2017, PA scholars flood in and help to popularize the concept in the academia. Third, through the network analysis of structural hole, the PA scholars not only play the critical role, but perform the function of knowledge broker as well. Especially for those PA scholars who are specialized in researching PPPs and community governance contributed the most. Through the empirical investigation of this research, we found that the field of PA has play an critical role to introduce the governance concept to Taiwanese academia by shaping the knowledge flow and transforming from “inbound” of receiving governance perspectives into PA field to “outbound” of affecting scholars in adjusting fields. The unique role of PA as knowledge broker in the field of PS is realized.
