近年來國軍積極推動募兵制,並培養志願役士官擔任基層單位管理工作,逐漸增 加志願役士官的責任。因此在這種工作環境下,志願役士官的工作倦怠與離職傾向是 否有效降低,已成為重要的國防管理議題。本研究目的在探討國軍志願役士官工作壓 力與工作倦怠對離職傾向之間的關聯性,以海軍預算財務士為研究對象。研究結果發 現海軍預算財務士之工作壓力負向影響離職傾向,工作倦怠正向影響離職傾向;此外, 不同工作類別及服務單位類型的預算財務士對工作壓力有顯著差異。本研究最後提出 消除人員工作倦怠感、主管明確指導業務、建置職涯規劃資料庫、調整預算財務士編 制及人事升遷制度等建議,提供管理單位作為志願役士官人力資源管理決策參考。

英文摘要

The Republic of China Armed Forces have actively promoted voluntary recruitment and have trained volunteer officers to serve in grassroots units with a gradual increase in responsibilities. In such a work environment, effectively reducing job burnout and the turnover intention of volunteer officers have become essential for national defense management. This study investigated the relationship between job stress, burnout, and turnover intention in volunteer officers. Budget and finance sergeants in the Navy were considered. The results showed that the budget and finance sergeants’ job stress negatively affected turnover intention, whereas burnout positively affected turnover intention. In addition, job type and service unit strongly affected job stress. Finally, this study proposed schemes to eliminate burnout (e.g., providing clear guidance, building a career planning database, and adjusting the arrangement and promotion system of the budget and financial sergeants) and provides the authorities concerned with a reference for decision-making on the human resource management of volunteer officers.
