臺灣港務公司為充裕營收、活化資產及配合地方發展,規劃將蘇澳港第三 港渠開發為轉運專區與複合式多樣貌商城。由於轉運專區成立後,實際提供散 裝貨物裝卸碼頭數量將減少,整體碼頭使用率必然提高,故而本文冀望透過蘇 澳港過去5 年貨物裝卸與船舶靠泊碼頭時數資料,並參酌臺灣世曦公司於規劃 案中對蘇澳港2021 年的散雜貨運量預測600.78 萬公噸,據以分析與推估碼頭 使用率與各項碼頭靠泊時數,研擬因應對策供決策參考。研究顯示:2021 年推 估第三港渠碼頭靠泊時數為13,646 小時;其中,非汙染與汙染貨物各為8,588 與5,058 小時。依此,文中建議可行的調整方式,調整後碼頭使用率仍可達理 想值,亦提出應修訂蘇澳港的船舶繫泊作業須知的條文以配合船席調派與重新 規劃碼頭使用。

英文摘要

For increasing sufficient revenues, reactivating assets, as well as catering to the needs of the local community, Taiwan International Ports Corporation, Ltd. (TIPC) is planning to build the third harbor of Su-Ao Port as a cargo transport and transit area and a complex and diversified shopping mall. The wharves for bulk cargo handling will reduce with the construction of this tourism and transit area, and the berth occupancy rate will also rise inevitably. Judging from the past 5 years’ data of bulk cargo handling and ship berthing hours in Su-Ao Port and the forecast of the berth occupancy rate with the bulk cargo handling of 6,007,800 tons in 2021 (from the planning report of CECI), this paper aims to analyze and predict berth occupancy rate and ship berthing hours in order to offer strategies and solutions for governments’ reference. The final results show that the ship berthing hours of the third harbor of Su-Ao Port will be estimated 13,646 hours in 2021 and the non-contaminated goods and contaminated goods will be 8,588 hours and 5,058 hours respectively. According to these estimates, we propose a feasible and adjustable alternative in which the berth occupancy rate will reach its ideal values. Meanwhile, we suggest revising operation directions for the ship berthing wharf of Su-Ao Port in accordance with the berthing coordination and the re-planning of the use of the wharf.
