訂於2019年實施的《十二年國民基本教育課程綱要總綱》,新增新住民語文課程,其下開設越南語、印尼語、泰語、緬甸語、菲律賓語、柬埔寨語、馬來語等七科東南亞語文,與本土語文(含閩南語、客家語、原住民語三科)並列,國小學生必修其中一科。新住民語文課程的開設需有許多配套,師資尤為首要,不論是就師資的數量或素質而言,有識者均曾表達憂慮之意。本文分析中小學增設新住民語文課程的政策,並檢視教育部的師資配套策略,討論其中問題,最後提出具體建議。

英文摘要

The new Curriculum Guideline for 12-year National Basic Education is scheduled to be implemented in 2019, it has a New Residents Language Curriculum (NRLC) for elementary and secondary school students. NRLC offers seven Southeast Asian languages including Vietnamese, Indonesian, Thai, Burmese, Filipino, Cambodian and Malay, in parallel with the local language (including Taiwanese Min Nan, Hakka and Aboriginal languages). The elementary school students are required to take one of them. The implementation of NRLC requires a lot of support, and the teacher supporting measures are particularly important. Regardless of the quantity or quality of NRLC teachers, some people have expressed their worries. This article analyzes the policy of adding NRLC in elementary and secondary schools, examines the faculty supporting strategies of the Ministry of Education, discusses the problems faced, and finally proposes some suggestions.
