語言是文化表達與傳承的重要媒介與載具之一,而母語學習則是其中非常重要且能表現文化傳承與特色極為重要的方式與管道。故本文透過問卷調查的實證研究、文本分析及訪談的多元方式,針對臺灣新住民母語文化傳承的現況、困境與未來需求建議進行研究。研究發現,六都的新住民與教育人員對新住民母語文化傳承在六個方面的覺知達到顯著差異;另六都的新住民與教育人員對108學年度即將推動的新住民語文課程可能面臨的實施困境,例如日常沒有使用機會、缺乏新住民語文教材、母語文化學習與傳承的整體環境欠缺、一節課時數偏少、家人親友不鼓勵、新住民子女不願意學習等,普遍感到擔憂。此外,本文依據研究結果與分析,對新住民家庭提出建立自信、提升自我知能、同理尊重並發展優勢潛能、參與母語師資培力與教材開發,以及積極協助政府推動並配合宣導等五項建議;另對於公、私部門則提出了研議設立專責機關人力與經費、計畫轉型與效益評估、大數據研究統計、積極開發教材及建立分享平台、加強教師對母語文化傳承的覺知並成立新住民國際文教輔導團、加強政策宣導並營造友善母語文化傳承環境等八項建議,期能有助於我國新住民及其子女母語文化傳承的推動與實踐。

英文摘要

Language is one of the most important media and carriers of cultural expression and inheritance. However, mother-tongue learning is one of the most important ways and channels in which cultural heritage and characteristics can be expressed. This study hopes to find out the perspectives and attitudes of the current new immigrants, private associations, teachers and primary school principals living in Taiwan on the inheritance of new immigrants’native languages through policy document analysis, Quantitative Studyand and in-depth interviews. The results of this study show the plight of the inheritance of the mother tongue culture of the new inhabitants, for example, there are no opportunities for daily use, lack of language materials for new residents, lack of a whole environment for learning and inheritance of mother tongue culture, less time for one class, less encouragement for family members and friends, and unwillingness for new residents to learn,etc. In addition, from the perspective of serving the new immigrants’family, the public and private department, we explore the status quo and predicament of the new immigrants’mother tongue cultural inheritancethe in Taiwan, and put forward suggestions on improvement of relevant policies.
