2018年臺灣銀行業調查發現，全臺灣前31萬人總資產超過2017年臺灣全年GDP總額；同年中央銀行報告，臺灣之名目人均GDP在2017年分別低於韓國、香港和新加坡。顯示臺灣可能面臨財富不均與經濟成長停滯之狀況。針對該種情況，國際間多倡議採取包容性發展處理。包容性發展是指每個經濟個體均能公平地在增進人類福祉、社會安全和環境可持續性以及賦予基本權利的進程中得到發展。本文參考世界經濟論壇的計算方式，計算臺灣的包容性發展指數，發現與先進經濟體相較，推動經濟成長與改善貧富差距確是臺灣未來發展的重點，故建議臺灣應推展包容性發展。

The survey done by Taiwan’s banking industry in 2018 finds that the total assets of top 310,000 individuals exceeded the annual GDP of Taiwan in 2017. Meanwhile the Central Bank reported that in 2017 per capita GDP in Taiwan was lower than that of South Korea, Hong Kong and Singapore. It shows that Taiwan may face uneven wealth and stagnant economic growth. In response to this situation, international initiatives have adopted inclusive development which means each economic individual should develop equitably in the process of promoting nationals well-being, social security, environmental sustainability, and basic rights. This paper cites the calculation method of the Inclusive Development Index of the World Economic Forum and calculates Taiwan’s inclusive development index. It found that compared with developed economies, promoting economic growth and narrowing the gap between the rich and the poor should be the focus of Taiwan’s future development. It is recommended that inclusive development be promoted in Taiwan.
