中文摘要

為推動產業創新、完善產學研合作機制,各國在法規與體制面上,透過強化產學研三方 之鏈結,導入彈性多元之措施,藉以導引多方研發資源,企圖打造創新生態系統。 然有鑑於資源有限,資金面上,政府如何借重民間資金的參與,透過公部門資源挹注帶 動私部門資源的投入,活絡國內整體產業之創新;在人才運用層面上,如何跳脫原本既有的 框架,擴大人力資源的格局等,皆為創新研發前階段中主要之課題。 本研究將透過觀察日本、歐盟以及荷蘭的相關機制進行分析,以外國人才與資金相關法 制政策觀察為基礎,綜析於產學研環境下的資金與人才導引發展模式與法制架構,借鏡各國 重要促進多元研發資源導引之措施,作為我國填補法制缺口之參考選項。

英文摘要

In order to promote the industry innovation and enhance the industry-university-research cooperation, some countries strengthen their linkage by providing various R&D resources to create an innovative ecosystem. Under the limited R&D resources situation, how the government policies to attract private sector investment and develop some initiatives to make the climate more attractive to talent, are the main points for the preliminary stage of innovations. This study will analyze and discuss the relevant laws and regulations of Japan, EU and Netherland to provide the possible options for strengthening, adjusting or constructing the related issues in the future of Taiwan's technology research and development.
