The purpose of this research was to apply the grey model GM(1,1) to forecast the population rate of Ho Chi Minh City two next years, and analyze the development tendency in order to give some suggestion to resolve the problem. Ho Chi Minh City is considered as the largest city in Vietnam which has a population of 8.4 million in 2016 and the area is 2,096.56 km2. Along with that, the population density of this city is 4000/km2 and there has not been any sign of decline. Every year, thousands people move in here from other places for better standard of living or pursuing their dream. It has made Ho Chi Minh City to be overloaded and has caused the unequal population distribution in the country. When the population is overloaded, it has impacted to infrastructures, sanitation, transportation, housing condition, environment and other facilities. Hence, after forecasting and analyzing the development tendency of Chi Minh City, the results of this study propose that the Vietnam government should move one step ahead to invest in major roads and create a foundation for businesses to develop real estate projects synchronously and connect them with surrounding roads. Also, public transport especially bus should be boosted to connect existing with new urban areas.
