本文旨在運用文件分析法,觀察亞洲教育之品質,主要資料來自於國際組織,諸如世界銀行、經濟開發暨合作組織、國際教育成就評量協會。本文內容共分成五部分:第一部分為緒論,闡述影響亞洲教育品質的亞洲價值此一無形因素,以及經濟條件與人口結構二項有形因素。第二部分為界定教育品質之意涵。第三部分從義務教育年限、教育經費投入、教育成效之國際評比(PISA、TIMSS、PIRLS)三方面分析亞洲教育品質之現況。第四部分為高等教育品質,包括大學排名與國際化排名。最後闡述亞洲教育的挑戰,包括低的粗在學率、教育與人力供需之失衡、教育擴充造成品質參差不齊、技能落差、人口紅利之教育品質配合、經濟進步對於所需人力素質之較高期待。

英文摘要

The purpose of this article is to observe education quality in Asia by the use of documentary analysis. Main documents employed in this study are made by international organizations such as the World Bank, OECD, IEA, etc. The content of this article includes five sections. The first section is to illustrate the intangible and tangible factors behind education quality in Asia. The second is concerned with definition of education quality. The third one is then to look at education quality in Asia based on the evidence of three aspects as years and expenditure of compulsory education, and educational achievements of international comparison. This is followed by the fourth section of higher education quality in Asia which comprises university ranking, internationalization ranking of higher education institutions. Challenges for education in Asia are concluded in the fi nal part of this paper.
