政策學習可降低政策的不確定性、解決政策問題及提升政策品質等,政策學習的價值亦可提供教育決策者所需的資訊與經驗,以避免錯誤教育政策的產生。基於此,本文首先探討政策學習的意涵,之後分析政策學習之相關理論,並輔以個別訪談蒐集資料,最後提出重視教育政策學習的文化脈絡因素、進行教育政策學習前後的政策評估、善用出國考察及國內教育參訪的學習機會、妥善運用知識管理增進政策學習的成效、體認政策學習所衍生的教育政策趨同及缺乏創新現象等省思與建議,以供教育政策學習之理論與實務的參考。

英文摘要

Policy learning can reduce policy uncertainty, solve policy problems and improve policy quality. Aslo, the value of policy learning is to provide the information and experience needed by educational decision makers to avoid the wrong education policy. Based on this paper, the author discusses the meaning of policy learning, and then analyze the relevant theories of policy learning, supplemented by individual interviews to collect data. Finally, the author puts forward the importance of the cultural context factors of education policy learning, evaluate policy before and after education policy learning, make good use of going abroad, learn from the opportunities of domestic education visits, properly use knowledge management to enhance the effectiveness of policy learning, and recognize the convergence of educational policies derived from policy learning and lack of innovation, etc., as a reference to the theory and practice of educational policy learning.
