中文摘要

本文探討民國102年職安法修正後,影響事業單位選擇特定健康促進方式的相關組織因素及影響途徑。以半結構式深度訪談法共訪問任職於18個分屬不同產業事業單位的25名職業安全衛生工作人員及4名學者、衛生部門主管。研究結果發現有認證需求的組織較符合政策目標,接受外部補助常使活動設計不符合員工需求,沒有外部補助的公司當中,有些公司會導入商業行銷活動取代健康促進活動。組織規模、產業類型影響健康促進活動的舉辦方式,生產方式以生產線為主的事業單位,常利用下班時間辦活動以免影響產能,輪班制的工作為顧及公平性,常舉辦多梯次活動,使活動資源被稀釋。職護不歸屬於職安或人資部門,在推動健康促進活動時較容易出現阻力。

英文摘要

Occupational safety and health act had been modified at 2013, enterprise need to do workplace health promotion to comply the Act. This research explore the organizational factors which affect the planning and executive of workplace health promotion activities and its influential path after the Act modified. Intensive interviews were performed with 29 participant including occupational health physicians, occupational health nurses and related workers. The data reveal enterprises with requirements for international accreditation meet the Act well. Those enterprise better access to funding form governmental department often deviate from worker’s demand, some cooperation can’t get subsidies even introduce commercial activities as workplace health promotion activities. Organizational scale and belonging industrial category affect the executing of promoting activities, enterprise with assembly line often held health promotive activities after working hours. Organizations with rotation workers held series activities often diluted resources. Occupational nurses not belong to occupational safety and health department nor human resources department are more likely to not comply with the standards.
