本研究主要以質性研究的方法探索國家公共研究機構在台灣遊艇製造技術進步中的功能、業者與研究機構相互合作的誘因，以及產業升級過程中國家公共研究機構所扮演的角色。本研究訪談七筆個案，以NVivo10進行編碼，裂解初級資料為44個自由節點以建構一組互動模式；創建兩組親子節點進行矩陣分析。財團法人船舶曁海洋產業研發中心與遊艇業界的關係型態，可視為四個發展階段：形同陌路、亦師亦友、漸行漸遠，最終共同演化，創新產業價値。1990年之前，台灣遊艇業最初的技術來源為代工生產的委託商；1990年代後期，國家公共研究機構提供業界轉型升級為自有品牌所需之技術門檻；2005年之後，國家公共研究機構無法滿足業界對遊艇設計的時尚與美感等需求，彼此關係漸行漸遠；直至今曰兩者有志一同，戮力台灣發展遊艇服務業。以遊艇業而言，國家公共研究機構與業界近30年的互動與合作的因素，始於台灣的人情味——朋友相互扶持的文化認同。以廠商的觀點，肯定國家公共研究機構有效地發揮國家賦予的使命，尤其是人才培育；至於技術指導，除了初始階段得益於國家公共研究機構，之後則是業者與國家公共研究機構互相學習。國家公共研究機構隨著產業發展環境的改變，逐漸調整本身的角色，稱職扮演遊艇業界與政府及異業間的整合與溝通平台。

This article uses qualitative research to explore the functions of public research institute for Taiwan's yacht technology improvement, the cooperation incentives for factories and research institute, and the role that public research institute plays during the process of industrial upgrading. There are 7 interviewed cases which adapt NVivo10 for coding, fracture initial information into 44 free nodes, adapt 4 axial coding and establish a model in this article. This article divides the relationship between yacht factories and Ship and Ocean Industries R&D Center (SOIC) into 4 stages: total strangers, friends and mentors, going separate ways, and helping each others. First half of 1990s, the initial technique for Taiwan yacht factories was from OEM5s clients. Second half of 1990s, public research institute provided the technique to factories to form their own brand names. After 2005, public research institute couldn't pro-vide the needs of yacht design and trend for factories. There’s a mutual understanding between them for the functions of public research institute expanding harbor services and factories expecting Taiwan to become a yacht user instead of a yacht manufacturer. Due to the warmth of the Taiwanese and the cultural recognition, public research institute and factories have interacted and cooperated for nearly 30 years. From factories’ point of view, public research institute has met the country's expectation efficiently, especially human resource development. As for the technique, except the initial stage, most of the time was mutual learning. One thing worth mentioning is that national public research institute has adjusted its role with the changes of environmental industrial development. It certainly has played the role of integration and communication platform well between yacht industry, government, and various industries.
