本論文提出在3GPP LTE 系統的服務中以資費等級配置用戶可用的資源區塊(resource block, RB)數以作為限制傳輸速率之方式，並在系統時框中將不同資費的資源區塊分類，以期減少不同資費用戶間相互競爭資源區塊而影響傳輸性能的情形。用戶資源區塊的配額可依用戶數量調整，同資費的用戶間所能使用的資源區塊數須因應媒體種類而有所不同，以避免高傳輸量時系統壅塞的情形，加上配合語音、資料以及串流等媒體特性，提供各自的重傳機制以獲得更有效的無線電管理效果。本論文在考慮雷利衰減通道下進行無線電資源管理之模擬，以比較不同通道參數以及通道品質下，系統傳輸阻礙率之性能表現。

The cost-based RRM (radio resource management) allows user equipments (UEs) transmitting multimedia resource blocks in different data rates according to the prices that UEs choose. Higher price plan fee UEs use, the higher transmission rates are assigned. The resource blocks are also occupied by multimedia resource blocks, including voice, data and streaming, according to their retransmission protocols of media types, respectively. Rayleigh fading channel is also considered to present the channel effect in the simulation results of transmission dropping rate.
