行政院要求在「推動募兵制暫行條例」109年12月31日失效前,國防部必須就「國軍地域加給表」應衡酌因素,訂定細部評量指標,完成各服務處所現地評估後,規劃各地區(外、離島、高山及偏遠)分級及支給數額,並擬具制度化定期評估方案之研究報告,作為未來國軍地域加給調整依據。本研究透過焦點團體討論及實地訪查,建立衡量構面及評量指標,並運用決策實驗室分析法(Decision Making and Trial Evaluation Laboratory, DEMATEL) 及分析網路程序法(Analytic Network Process, ANP),量化出各準則的權重,使問題研究可以更加客觀及科學化。期提供國防部門作為國軍地域加給調整之參考,提升官兵至艱困地區服務誘因,進而吸引人才投入軍旅,強化國軍戰力。

英文摘要

Taiwan’s Executive Yuan has requested that before the Provisional Act of Promoting Military Recruitment System become ineffective on December 31, 2020, the Ministry of National Defense must consider factors affecting the location-based special military pay rate, stipulate detailed assessment indicators, and complete the evaluation of current service sites. Subsequently, the levels of compensation for each location (i.e., outlying islands, mountain areas, and rural areas) and their monetary amount must be established. The objective is to develop a systematic plan for routine assessments, which serves as a basis for adjusting location-based special military pay. This study established assessment dimensions and indicators through focus-group discussions and field surveys and used the Decision Making and Trial Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP). to calculate the weight of each criterion, thereby conducting more objective and scientific studies. The results of this study can serve as a reference for the Ministry of National Defense to adjust location-based special military pay and to provide incentives to officers and soldiers to serve in inhospitable locations. Consequently, talented people may be attracted to join the army, thus enhancing the military strength of the national army.
