臺灣在建立起建築物室內裝修管理程序後，規定室內裝修材料綠建材使用率應達總面積45%以上。然而室裝工程材料使用與實際竣工後室內空氣品質的管制仍有差距，規範外材料及非裝修管制之家具等仍可能造成居住者健康之影響。2011年雖頒布室內空氣品質管理法，但未針對室內裝修後產生的有害物質進行管制，且兩項管理分屬不同公部門權責，在科層制分工下難以制定共同管理程序。故本研究以文獻回顧法、個案分析法及訪談法將相關公私部門與單位納入研究對象，進行訪談後再分析。最後針對需取得室內裝修許可證之室內裝修案件，於其送審流程增加竣工後空氣品質檢測項目之可行性研究，研究後提供公部門後續審查時參考，以落實建構安全健康之室內裝修環境之期待。

After establishing the management procedure of interior decoration in Taiwan, it is stipulated that the usage rate of green building materials for interior decoration materials should be more than 45% of the total area. However, there is still a gap between the use of indoor materials and the control of ‘indoor air quality after completion’, and the health of residents may still be affected by the unregulated materials and furnitures excluded from decoration-control. Although the IAQ Management Act was promulgated in 2011; however, the harmful substances produced after indoor decoration are not controlled, and the two kinds of management belong to different public departments, so it is difficult to establish a common management procedure under the bureaucratic division of labor. Therefore, this study applies the methods of ‘Literature-Review’ , ‘Case-Analysis’ and ‘Interviews’ to bring relevant public and private departments and units into the research object, and then analyze after the interview. Finally, for the construction cases that still need to obtain interior decoration permit, the feasibility study of ‘air-quality control after completion’ is added during their examination processes. After the study, it will be provided as a reference for the follow-up examinations by the public departments; to fulfill and implement the expectations of a safe and healthy indoor-decoration environment.
