區域發展不平衡加速了學校發展不平衡,城鄉間的教育績效與表現愈見落差。對此,偏遠地區的教育品質與學生學習,更值得主管機關重視與支持。本研究藉由探討偏遠地區學校發展困境與常見問題,並就2017年12月實施之《偏遠地區學校教育發展條例》預期解決困境與問題進行探究。同時,針對本條例實施後對偏遠地區學校之類型認定、經費應用、師資穩定、久任獎金激勵效應與教學創新經營等影響進行探究。最後,本研究亦提出四項建議供主管機關做為後續實施之參考。
The imbalance in regional development has accelerated the imbalance in school development, and the performance of education in urban and rural areas have become increasingly unfair. For this reason, the quality of education and student learning in remote areas deserve more attention and support from the government. This article firstly discusses the common dilemmas and problems in the development of schools in remote areas. Secondly, the “Act for Education Development of Schools in Remote Areas” promulgated in December of 2017 was analyzed and illustrated. At the same time, after the implementation of these regulations, we discuss the impact of the identification of schools in remote areas, the application of funds, the stability of teachers, the incentive effect of long-term bonuses and the innovation of teaching. Finally, this article also puts forward four suggestions for the government as a reference for subsequent promotion and application.
