被視為象牙塔的大學必須有所變革，因此本研究探討大學實踐社會責任，運用公部門產學合作機會與社區建立夥伴關係的可能性。研究團隊從大學社會責任談起，以大學接受政府委託以產學合作模式成立社區發展育成中心為例，探討大學參與社區培力工作的方式。本研究採用文獻分析法的研究歷程，對三大理論主軸進行文獻分析，目的在於檢視亞洲大學社區發展育成中心，是否在學理和實踐的基礎上，創造了一個符合社會參與、社區培力、與產學合作的三合一模式。研究發現：1.社會責任的承擔是大學發展的必然趨勢2.社區培力的實踐是大學與社區發展夥伴關係最佳的方式3.大學與產學合作是整體教學、研究、服務必然的走向。結論與反思：運用產學合作大學可對社區進行培力，達到其實踐社會責任的目的。本文揭櫫之社區發展育成中心可為典範，也應證三者合一之可能性。

The university, which is regarded as an ivory tower, must be reformed. This study explores the possibility of practicing university social responsibility to use the public sector opportunities for partnerships with the community. This research starts with university social responsibility based on the school-industry cooperation. It takes the Center for Community Empowerment as an example to explore the way of university/community partnership working model. This research analyzes three theories to examine both theoretical and practical bases for the Center for Community Empowerment. It aims to create a three-in-one model which is in line with the social participation, community training and cooperation with industry and academia. 1. Social responsibility is the inevitable trend of university development 2. Community practice is the best way for university and community development partnerships 3. University and industry cooperation are the inevitable trend for academic teaching, research, and service in the academic community. University/community partnership can empower communities to achieve university’s social responsibility. This research takes the Center for Community Empowerment as an example to verify the possibility of three in one model.
