客艙組員簽派員負責每日空服員派遣與調度處理作業,在航空公司中屬24小時與平假日班型有異之特殊輪班單位。實務上航空公司為顧及公平性,每月會訂定標準工時以免員工工時差距過大。本研究考量此公平性原則下,針對二○一八年新修訂勞基法與業者相關規定,構建客艙組員簽派員排班模式。其中,相關限制牽涉員工連續日上班,在規劃各月班表時,需考慮上1個月員工之上班情形。又因勞基法各項規定的時間與內容不同,增加定式之困難度,本研究逐項整理相關限制並利用數學規劃技巧加以定式。最後,以國內航空公司為例進行測試,除依現況規定隔天上班須11小時間隔外,並依據修訂後勞基法允許放寬此間隔時間進行分析,結果顯示此放寬對排班結果並無影響。

英文摘要

The cabin crew dispatcher is in charge of the daily dispatch and adjustment for flight attendants, which is 24-hour shift work with different shifts for regular days and holidays. In practice, the airline sets a standard working hour for employees in a month, avoiding large differences in working hours among all employees, to attend to the principle of fairness in working hours. Based on the principle of fairness in working hours, we consider the modified Labor Standard Laws in 2018 and related regulations of the studied airline to develop a shift scheduling model for cabin crew dispatcher. In particular, several constraints are related to continuous working days for employees, making it necessary to consider employee shifts in last month. As well, each rule of Labor Standard Laws has its own limitations for working time and item, increasing difficulties in formulating the constraints. We use the mathematical programing technique to formulate the rule after well organization. Finally, we perform a numerical test using operating data obtained from a major airline in Taiwan. In addition to the current rest period of 11 continuous hours, we also consider different rest periods according to the relaxation in the rest period in the modified Labor Standard Laws. The result shows that there is no influence of the relaxation in the rest period on the crew scheduling.
