本文以訪談研究法，選定8位實務工作者實施專家訪談，以利了解目前警察機關所規劃之緝毒專案策略作為及查緝效益，研究發現：「偵查型」策略與「預防型」策略之共同點為員警年輕化，無實務經驗、行政獎勵與相關配套措施及誘因不足、不願走入社區、不願與民眾互動等；差異點為「偵查型」屬顯性策略，較易受到鼓勵與重視，「預防型」策略屬於隱性作為，成果較不易展現；另「偵查型」策略與「整合型」策略作為，其共同點為檢察官人數少、指揮意願低、承辦案件繁重壓力大等，其差異點為「偵查型」策略係警方主動，檢方被動；「整合型」策略係檢方與警方主動聯合作戰，此策略有助於提升毒品查緝量能；最後，再針對策略執行上之困境及因應對策，提出策略、執行、規劃、偵查等面向之具體做法，以供警政機關規劃毒品查緝之參考。

This article uses interview research methods to select eight workers to conduct expert interviews, and uses analysis to gain a deeper understanding of the current anti-drug project strategies planned by police agencies as their benefits. The study finds that: The common points between “detective” and “preventive” strategies is that the police are young, have no practical experience, insufficient administrative incentives and related supporting measures and incentives, are unwilling to enter the community, and are unwilling to interact with the public. The difference is that “detection” is an explicit strategy, which is easier to be encouraged and valued. “Prevention” is a hidden strategy, and the results are harder to show. In addition, the “investigation-based” strategy and the “integrated” strategy have in common the fact that the number of prosecutors is small, the commanding willingness is low, and the pressure to handle cases is high. The difference is that the “investigation-type” strategy is the initiative of the police and the passive of the prosecution. The “integrated” strategy is proactive prosecution and police joint operations. This strategy can help increase the volume of drug detection. Finally, this article aims at the dilemma and countermeasures in strategy implementation, and proposes specific strategies such as strategy, execution, planning, detection, and prevention to provide a reference for police agencies to plan drug detection.
