民主國家中,民意是公共政策發展的方針,民意取向是政策形成的重要依據,政府爭要取多數民眾的支持,運用各種公共資訊的傳播技術,協助政府,傳達政策、分享觀點與進行相互溝通,來行銷政策爭取民眾支持。公共政策網路參與平台是政府針對公共政策議題,透過國家發展委員會提案中心之網路平台披露政策訊息、公民線上討論,強化公民監督,作為全民參與公共事務的常設管道,並從實作中依據民眾的反映意見,持續調整政策及參考。眾開講在公共政策網路參與平台的具有政策諮詢之功用,政府機關在政策形成之前,開放相關政策之議題在眾開講徵詢與聽取民眾意見,廣納社會上各方多元聲音,並透過與民眾線上互動討論,讓政策制定貼近民意及更為周延。本文先介紹政策行銷概念,其次探討公共政策網路參與平台,就平台沿革、運作現況、運作成果進行探究,並針對眾開講進行研究與檢視,以便理解眾開講運用於政策行銷探討,最後對政策行銷與眾開講提出建議。

In a democratic country, public opinion is the guideline for public policy development, and public opinion orientation is an important basis for policy formation. The government strives to obtain the support of the majority of the people, and uses various public information dissemination technologies to assist the government, communicate policies, share opinions, and communicate with each other. To win popular support for marketing policies. The public policy network participation platform is the government’s public policy issues, through the National Development Commission’s proposal center’s network platform to disclose policy information, citizens’ online discussion, and strengthen citizen supervision. It serves as a permanent channel for all citizens to participate in public affairs and is based on the people’s practice. Reflected opinions, continue to adjust policies and references.
