當全球還正面臨新型冠狀病毒肺炎疫情肆虐,中國大陸則相對處於後疫情復甦時期1。中共正藉武警海上維權非戰爭性軍事行動、軍事「口罩外交」國際公共產品,與複合「一帶一路」建設戰略需求,推進武裝力量多樣化運用(簡稱:武力多樣運用)新興形式。本文選擇與研究題材特性相關的霸權/主導權(Hegemony)分析概念,解釋武力多樣運用形塑的霸權,如何取得解構空間,以及為什麼霸權復歸會伴隨著侷限性。研究發現,因著美國與盟邦夥伴關係疏離化與戒除(Abstain from)多項國際領導職能,以及國際強權(Great powers)與大國(Major powers),對推動類似公共產品之意願或能力相對缺乏,進而讓中共外展國際活動空間得以解構。由於,或因其外展動機多出於自利與經濟現實考量,導致經常被理解為係「銳實力」政治影響力滲透,甚至與國際公民社會互信、共同安全責任感的社會形構條件顯得不足。從而,其霸權在國際社會關係再生產上的復歸上,出現反轉成侷限霸權主導優勢之難題。

英文摘要

When the world is still facing the COVID-19, the Mainland China is in a post-epidemic recovery period. Meanwhile, the People’s Republic of China (PRC) has deployed the diversified employment of armed forces which includes maintaining national maritime rights by People’s Armed Police, promoting military “Mask Diplomacy”, and strategically supporting the “One Belt, One Road” initiative. This paper adopted conceptual and theoretical hegemony analysis framework and tried to explain how the hegemony shapes deconstructive domain and understand the hegemony’s returning limits. The research findings showed that when the United States seems to alienate allies and abstain from international leadership, and the Great powers are relatively lack of willingness and capability to promote global public goods, the PRC is therefore able to expand international operation space. Because the PRC’s expanding operations are generally tied to its economic status and self-interests, it is often interpreted as the “sharp power’s” political infiltration, and insufficient social formation to shape global civil society consensuses and common responsibilities. As a result, when bring the “PRC hegemony” back in global social relations of reproduction, it turns to different problems limiting dominant hegemony.
