本文主要研究目的係從人力資本理論觀點,淺析千人計畫對中國大陸人才戰略之關係,作者認為千人計畫目標就是要推展現代化社會主義國家強國,因為人才就是決定科技與經濟興衰的關鍵,本文發現中共借鏡世界各國引才經驗,推展百人計畫、長江學者獎勵計畫,接續發展千人計畫目的就是為彌補人才缺陷,改變生產力形式建設AI人工智慧社會型態體系,本研究同時運用馬克思資本論檢視千人計畫鞏固社會型態結構功能性及其矛盾現象。
The research purpose of this article was to examine the relationship between the Thousand Talents Plan and China's talent strategy from the perspective of human capital theory. The author believes that the goal of the Thousand Talents Plan is to promote the power of a modern socialist country due to the reason that talent is the key to determining the rise and fall of technology and the economy. This article found that the Chinese Communist Party referred to other countries’ experiences of attracting talents and promoted the Hundred Talents Program and the Yangtze River Scholars Reward Program. The goal of the continuing development of the Thousand Talents Program is to supplement the shortage of talents, change the form of productivity, and build an AI artificial intelligence society. This research also employed the Marx’s Capital perspective to assess the contradiction between the Thousand Talents Program and the consolidation of the functionality of the social structure.
