東南亞與南亞兩大區域具有龐大的消費市場與內需供求的商機，逕自成為世界各國欲爭取合作的對象。2016年蔡英文總統上任後，調整原以經貿為主的南向政策，推出雙向交流、整合資源、以人為本的「新南向政策」，爭取該區域經貿交流的機會，以分散對中國風險。本研究欲瞭解新南向政策在我國學術研究的脈絡與趨勢，首次採用「描述型書目計量」的方法，以「Airiti Library華藝線上圖書館」收錄新南向相關期刊為研究標的，自2016年新南向政策規劃初期至今(檢索日期：109年4月23日)共計166篇，分析我國新南向研究之文獻成長趨勢、主題分布、作者特性與期刊特性。研究結果文獻數量呈現無法預測、不規則的渾沌現象；在主題分布以「產業合作與經貿拓展」為主；在作者特性，生產力偏低，多以獨著為主；期刊以「臺灣經濟研究月刊」刊載最多文獻，且期刊文獻的數量分布不符合布萊德福定律。鑑於推動新南向工作是國家當前重要政策，希冀激起各界研究能量，以利提供相關單位參酌方針。

Southeast Asia and South Asia are two regions with huge consumer markets and domestic demand and supply opportunities that make them attractive to countries around the world. After President Tsai Ing-wen inaugurated in 2016, she adjusted the initial “Go South Policy” based on economy and trade, and launched a two-way exchange, integrated resources, and a people-centered "New Southbound Policy" to strive for opportunities for economic and trade exchanges in the regions to diversify risks to China. In order to understand the contexts and trends of the study on “New Southbound Policy” in Taiwan, this study employed the method of "descriptive bibliometrics" for the first time, and used the "Airiti Library" as the research subject to collect the "New Southbound" related journals and articles. Since the beginning of the “New Southbound Policy” in 2016 (retrieval date: April 23, 2020), a total of 166 academic articles have been published to analyze its literature growth trends, topic distributions, author characteristics, and journal features. The study results showed that the number of literature presented an unpredictable and irregular phenomenon. In detail, the main theme distribution was "industry cooperation and trade/economic expansion"; the author characteristics revealed low productivity and independent work mostly; the "Taiwan Economic Research Monthly" included the most articles related to the policy, but the number distribution of journal articles did not follow Bradford's law. In view of the fact that promoting the “New Southbound” work is an important national policy, we hope to arouse the research enthusiasm from various academic fields in order to provide relevant guidelines.
