要成為韓國中小學新任校長非常困難,因為年資的累積是第一條件,從成為教師到被選任為校長,通常是長達20∼30年的經歷過程。2018年OECD TALIS的調查報告顯示,韓國中學初任校長的平均年齡為58.8歲,是會員國當中最高的,平均任職年資僅為3.1年,國中校長資歷超過10年以上的幾乎沒有,因此,韓國中小學校長往往在培訓之後,擔任一任校長後即退休。根據首爾大學教育行政研修院的校長培訓設計,總計達13週600小時的課程,因此成功成為校長後,卻無法經驗傳承與累積。本文即在探討韓國中小學校長的特徵、培訓架構與課程,評析其優缺點,並與臺灣校長培訓課程比較,以及歸納值得借鏡之處。

英文摘要

It is difficult to be a new principal in Korea due to the fact that the acuminated service years are prerequisite for being a principal, and it generally takes about 20-30 years for a teacher to be a principal. According to the report of TALIS, OECD in 2018, the average age for a new principal in Korea is about 58.8 years old, the oldest among the OECD countries. The average service years for all the principals are only 3.1 years, and it is very rare for a junior high school principal with above 10 service years. It is common for a school principal receiving the pre-service training program to retire in a term of principalship. Besides, Programs for Leaders in Educational Administration provided by National Academy for Educational Administrators, Seoul National University last 13 weeks, the total hours of 600 for the programs. Thus, the training programs are very expensive if we take the above into account. This article is to examine the features, framework and curriculum of the pre-service training programs, comment on their advantages and disadvantages, and make a comparison with their counterparts in Taiwan for concluding the lessons worth to be learned from.
