和平島座落于基隆港東北,為北臺灣最早有西方人足跡與漢人入墾所在,是北臺灣歷史發展最早的地方之一。早期島上漁業發達,吸引各地的外來移民,形成獨特的傳統漁村聚落。和平島的漁村生活型態變化如同多數的臺灣臨海村落,近年來由於漁場日渐枯竭、近海漁獲量日趨減少、經濟壓力驅使、地方發展不足、區域民眾工作所得偏低、漁村就業困難、人口外流嚴重、漁村文化與漁業技術缺乏傳承,遂使得漁村發展渐趨沒落,因此,漁村經濟型態的轉型發展儼然成為未來必然的趨勢。和平島區域擁有多元豐富的自然地理與人文資源,舉凡海蝕景觀、古跡遺址,以及發展沿革由來已久的漁村生活型態,有其特殊的產業及人文風貌,形成當地豐富的經濟命脈發展的資源,這些都是和平島漁村經濟轉型發展的優良條件。本研究著眼于海洋文化創意與地域文化的符碼圖像化轉换,以基隆和平島當地氣候、地理資源、歷史故事、傳統人文、種族風俗所發展出的海洋文化活動為基礎,探討海洋文化創意產業與地方特色產業之關聯性,以及海洋文化創意如何在地域特色產業發展中,有效結合地方資源創新發展;並藉由和平島地方的海洋特色資源,分析地域特色相關產業文化之特色,且進一步提供多元性的特色價值轉化之建議。期望以地方特色產業為基底之產業發展型態,能更強調產業發展的環境或是地域相關性,亦即,以地域性、地方意象為其發展的特質,從而衍生出地方多樣豐富的歷史文化、集體記憶與其他群體共用之價值。

英文摘要

Heping Island locates northeast to Keelung Port and is one of the first places where the Westerners and Han Chinese reclaimed in North Taiwan. In recent years, Heping Island has issues similar to most of Taiwan's coastal villages: fish resources exhaustion prevailing low income of the inhabitants, employment difficulties and serious population outflow. Due to these problems, the development on Heping Island gradually declines. Thus, the economic transformation has become a priority and an inevitable trend for the place. The Heping Island has a variety of rich natural geographical and cultural resources, including coastal erosion landscape, historic monuments, cultural activities formed by the local climate, geographical resources, historical stories, traditional humanities and ethnic customs on Heping Island and discusses how these factors transform cultural graphic images which are applied to package design. At the same time, the article to shall examine the correlation between marine cultural and creative industries and how the image of the former is developed and applied in the development of regional characteristic industry based on the diversity of rich historical culture, collective memories and the shared values of the local residents.
