本文旨在論述2030高等教育之未來趨勢及創新發展,內容分為前言、高等教育之未來趨勢、高等教育之創新發展及結語共四部分。有關2030高等教育之未來趨勢,包括:一、全世界學生跨境學習大幅成長,但集中於少數之國際生領先國家;二、從大學境外分校的設立,到發展成為「教育樞紐」;三、國際交流從學生交換擴展至研究合作;四、海外產業夥伴日趨增加且多樣化;五、市場機制對高等教育治理產生更大的影響,全世界私立高等教育的版圖隨之擴大,品質保證應運而生並助長了機構排名及績效責任。至於高等教育之創新發展則有:一、在舊有的大學模式正在褪色之際,大學必須重新定義並進行顛覆性變革;二、後疫情帶來大學教育中顛覆性技術之可能應用機會。最後,本文從全世界高等教育、高等教育機構型態、先進國家、尚未發達國家四方面,展望未來2030高等教育發展並歸納結語。

英文摘要

The purpose of the article is to examine future the trend and innovative development of higher education in 2030. The paper is divided into four parts: the preface, the future trend of higher education, the innovative development of higher education, and the conclusion. The future trends of higher education in 2030 include: 1. The cross-border learning of students around the world has grown significantly, but concentrated in a few leading countries recruiting international students; 2. From the establishment of overseas branch campuses of universities to the development of “education hubs”; 3. International exchanges have expanded from student exchanges to research cooperation; 4. Overseas industrial partners are increasing and diversified; 5. Market mechanisms have a greater impact on the governance of higher education, and the world’s private higher education has expanded and quality assurance came in place and contributed to university ranking and performance accountability. As for the innovative development of higher education, there are: 1. As the old university model is fading, universities must redefine and carry out disruptive changes; 2. The post-pandemic has brought about opportunities for university to apply disruptive technology. Finally, the future development of higher education in 2030 is prospected and the conclusions are made from the four aspects of higher education in the world, higher education institution types, the advanced countries, and the underdeveloped countries.
