108年為臺灣雙語教育元年,為達成2030雙語國家目標,教育部發佈多元教育策略,其中為強化學生生活中應用英語的能力,明訂中小學部分領域或學科採英語授課。因此,推動部分領域或學科採英語授課,成為達到雙語國家重要的基礎教育政策。然而,在英語非母語國家推動「英語融入學科教學」(CLIL)發展,肯定會面臨許多困難。本文整理歐洲國家CLIL教學的發展困境與因應之道,歸納影響CLIL教學發展之因素,提供國內推行CLIL教學參考。

英文摘要

The full-scale bilingual structure of Taiwan’s educational system began in 2019, as the Ministry of Education (MOE) has officially formulated the "Blueprint for Developing Taiwan into a Bilingual Nation by 2030," according to which, in order to empower students to carry English into their daily life, some academic subjects shall be entirely taught in English in elementary and middle school education in Taiwan. However, there are numerous challenges to overcome in order to effectively promote the development of literacy skills by implementing the “Content and Language Integrated Learning (CLIL)” model in a non-native English speaking county. This article summarizes the CLIL initiatives implemented and research conducted in European countries, while highlighting the factors that affected the CLIL development and implementation, thereby bringing forward workable solutions to the identified problems.
