Mobile payment technology continues to be widely used in global business and society, but its diffusion has not been consistent. It is a subject that needs special attention for our financial policy makers low mobile payment usage, because mobile payment can promote and enable financial inclusion. In this study, in order to assist government to create appropriate mobile payment-related laws or regulation, we analyze factors impacting users’ satisfaction during the epidemic and their intention to continue after the epidemic. Due to the development of mobile payment in Taiwan, we use the framework of expectancy-value theory first and consider users’ perceptions of both positive and negative attributes of the technology. Secondly, we use technology affordance and constraint theory to refine our model through an understanding of various innovative uses. Thirdly, we collected a valid sample of 151 to test the model. The finding shows that perceived convenience and knowledge have a significant impact on the satisfaction, while only knowledge and satisfaction have a significant impact on the intention to continue. These findings show that consumers’ knowledge in mobile payment and convenience are of great significance to the diffusion of post-epidemic. We can assist governments and industry to improve the use of mobile payment through policy-making to reach the realm of inclusive finance.
