本研究目的在於探討部落在地組織(照顧服務勞動合作社)參與部落照顧服務的發展脈絡、困境與因應策略,進而提供有關促進在地民眾組織參與原鄉長照服務的建議與政策。本研究採用「個案研究」結合「行動研究」的方式,主要的研究發現在於部落組織以合作社型態參與部落照顧服務上有其政策規範上限制與經營運作上的學習、「類」市場競爭下的照顧服務以及合作社理念共識的凝聚與營運資金的需求。因此,對於部落照顧服務勞動合作社而言,在政策面上建議能夠提供友善的政策環境以及良好的陪伴與輔導機制,在組織經營上建議培養組織成員的「合作共識」,並開創原鄉多元照顧服務的項目與跨照顧服務單位的合作;如此將有助於部落合作社組織永續經營並提昇在地照顧服務品質。

英文摘要

The aim of the study is to explore the development context, difficulties, and strategies of tribal organization, to examine the case of a labor cooperative for the provision of and participation in long-term care services in indigenous areas, and to discover and provide suggestions and policies for promoting local organizations to participate in long-term care services. This investigation adopted the method of case study combined with action research and employed individual interviews, focus groups, and document of meetings with the organization concerned to collect data. The main research findings indicated that, for tribal organizations which take the form of labor cooperatives participating in long-term care services in indigenous areas, there are several issues that need to be taken into account. For example, restrictions apply to policies and regulations for managing the labor cooperative for a care services organization, and also to marketing competition under the quasi-marketing care services mechanism. In addition, it can be difficult to gain conceptual consensus from the organizational members of labor cooperatives and struggle to get operating funding. Therefore, the study suggests that it is necessary to establish a friendly policy and provide a counselling mechanism for the local labor cooperative organization for care services, and promotes the ideas of cooperative consensus among members of the organization and cooperation with other service units in the same indigenous area. These efforts would strengthen the sustainable operation of tribal cooperatives and improve the quality of local care services for indigenous elders.
