中國古代的兵聖孫子明白指出，情報對於戰爭非常重要。在這場俄羅斯與烏克蘭的戰爭前夕，美國負責蒐集國外情報的「中央情報局」對俄國軍事情報的蒐集，可說是可圈可點。該局所蒐集的情報拖延及擾亂俄軍的軍事部署與進程，也讓美國決策者能夠事先掌握俄國的軍事動態，並進行預先部署。「中情局」這次的表現足以做為各國情報單位的表率，尤其我國面臨中國大陸的軍事威脅，精準地蒐集對岸的情報更是首要的任務，以確保台灣的安全。

Sun Tzu, a Chinese legendary military strategist in ancient China, clearly pointed out that intelligence is very important in warfare. On the eve of the war between Russia and Ukraine, the Central Intelligence Agency (CIA) which is responsible for providing national security intelligence to senior U.S. policymakers, successfully collected Russian military intelligence. The intelligence collected by the CIA delayed and disrupted the military deployment and progress of the Russian military, and also allowed US policymakers to make advance deployments. The performance of the CIA is a god example for intelligence agencies of other countries, especially for that of Taiwan. It is the primary task of Taiwan intelligence and security agencies to collect accurate intelligence of China to ensure the security of Taiwan due to the military threat from China.
