氣候變遷調適是目前最重要的政策議題之一,它們涉及了災害、水資源、土地使用、海岸、能源、經濟發展、糧食、農業生產、生物多樣性、維生基礎設施、健康等多個領域的知識。雖然所有的政策宣示幾乎都強調跨領域的整合,但是其落實程度卻一直受到關注。本研究建構了「臺灣氣候變遷調適知識本體」,利用網路搜尋引擎以及跨領域相關性衡量方法,計算氣候變遷調適之各個領域在不同政策中的相關性。研究發現,知識本體的確可以應用於衡量各領域知識在不同政策中的不同整合程度。例如,在養水種電、國土計畫、綠能、智慧城市等政府重大政策中,災害、土地使用、能源、經濟發展、農業生產、健康等氣候變遷知識領域整合性較高,而生物多樣性和維生基礎只與各別政策相關,但無跨領域整合。

英文摘要

Climate change adaptation a very important policies, involving various knowledge domains such as disaster recovery, water resources, land use, seashore, energy, economic development, food, agricultural production, bio-diversity, infrastructure and health. Although interdisciplinary integration is consistently emphasized, its implementation varies. To determine the level of interdisciplinary integration, this study builds the Climate Change Adaptation Ontology (CCAO), employs a web search engine and the Inter-disciplinary Co-relation Measurement (ICM), and computes correlations among knowledge domains in different policies. We conclude that the ontological approach can assess the degree of integration of knowledge among different domains. For example, in the policies of solar panel on ponds, national land use plan, green energy, and smart city, the knowledge concerning disasters, land use, energy, economic development, agricultural development and health have high inter-disciplinary integration, but bio-diversity and infrastructure are bilaterally, not inter-disciplinarily, correlated with individual policy.
